Recently, the procedure for buying a Restricted-level firearm has been made more clear. Although your experiences may vary depending on where you decide to buy, Cabela’s Regina has their process spelled out clearly:

Purchasing a Restricted Firearm at Cabela’s

When you purchase a restricted firearm at Cabela’s;

-We will take a deposit on the firearm (typically 95% of the sale price)

-We will initiate the transfer of ownership from us to you through the Canadian Firearms Centre (CFC).

-Generally, to complete the transfer, you have to phone the CFC (1-700-731-4000). They may request you send them a copy of your gun club membership card. The quickest way to accomplish this is to take a picture of the card with your smartphone and email the image to them. You could also fax it to them or mail a copy of the card to them. Ask them to email you the “BUYERS COPY” of the Transfr Notification when the transfer is completed. If you don’t ask the CFC to email the notification, they will mail (via Canada Post) it out to you which will delay the pickup process.

-Generally, when they email you the Buyers Copy, the “SELLERS COPY” of the Transfer notification is faxed to Cabela’s.

-WHEN CABELA’S GETS THE SELLERS COPY OF THE TRANSFER NOTIFICATION, WE WILL PHONE YOU TO LET YOU KNOW WE HAVE OUR COPY OF THE TRANSFER. WE CAN ONLY RELEASE THE FIREARM ONCE WE HAVE BOTH COPIES [SELLERS & BUYERS] OF THE TRANSFER NOTIFICATION.

To pick up your Restricted you will need to have the following:

-Buyers Copy of your Transfer Notification

-Your PAL

-Your Receipt

-AND IN SOME CASES A LOCKABLE CASE. SOME GUNS COME IN LOCKABLE CASES, SOME DO NOT. YOU MAY HAVE TO PURCHASE A CASE.

We can then complete the financial transaction and you may then take possession of your new firearm.
